Welcome to Kansas Certified Sites! I am the Program Administrator for KEDA. I have 43 years of professional engineering experience, with 41 years in municipal government service. After 29 years with the City of Garden City, I retired at the end of September of 2018. For 26 years I served as City Engineer with my last three years as Assistant to the City Manager. My tenure with Garden City included 20+ years in economic development working closely with the Finney County Economic Development Corporation.
It is my goal to help make your application for Certified Site status a success. The application package may look daunting upon first read, but the final product will put you in the position to respond to any prospective industry or business with confidence that your site is what they are seeking. Consider this application like a response to a prospect as this may help you make the first cut.
As you navigate the process, remember that this is not a one-person effort. You'll need your team City/County administration, engineering & public works, utilities (all providers) – to get on board and involved in the process. In the application package, there are resources to help you find information from state and federal agencies. For example, the KDHE Brownfields Program can do free Phase I and Phase II Environmental Site Assessments. A one-page application will determine if your site is eligible.
